California’s Sustainable Groundwater Management Act (SGMA) requires that all high and medium priority groundwater basins be managed. The Coastal Plain of Orange County Groundwater Basin (Basin 8-1) is a medium priority basin, as identified by the California Department of Water Resources (DWR). As a result, the Orange County Water District (OCWD), collaborated with the City of La Habra Groundwater Sustainability Agency and the Irvine Ranch Water District to prepare what is called an Alternative to a Groundwater Sustainability Plan (GSP), which was submitted to DWR in December 2016. This Alterative demonstrated that Basin 8-1 was being managed sustainably. DWR approved the Alternative in July 2019. SGMA requires that Alternatives be updated and re-submitted every five years. OCWD has again collaborated with the City of La Habra Groundwater Sustainability Agency and the Irvine Ranch Water District to prepare a draft 2022 Update. The focus of the update is to present new information from the last five years. The deadline to submit the final 2022 Update to DWR is January 1, 2022. Once received, DWR will post the document on their website for public review and comment.
