Ryan Bouley
Director of Engineering
Ryan Bouley is director of engineering for the Orange County Water District where he oversees District projects from initial stages of concept and feasibility to the final stages of design, construction, and commissioning. Since OCWD began large-scale pilot testing in 2019, Ryan has coordinated with various stakeholders, including consultants, contractors, State regulators, and groundwater producers to further the District’s efforts to develop cost effective PFAS treatment processes. To date, Ryan has directed various stages of planning, design, construction, and commissioning of PFAS treatment systems at multiple sites for several groundwater producers in Orange County.
Ryan has extensive expertise in civil and groundwater recharge related projects, spanning 25 years of construction and project management. He has worked for the District for over 10 years. Prior to his current position, he served as a principal engineer.
