When the Orange County Water District (OCWD, the District) and Orange County Sanitation District (OC San) launched the world’s largest potable reuse project, the Groundwater Replenishment System (GWRS), large-scale community support for water reuse was virtually unheard of. Yet OCWD and OC San faced no organized opposition – an outcome still uncommon today.

As agencies around the world sought OCWD and OC San’s guidance, the districts recognized their role extended beyond project delivery – global acceptance of water reuse benefits all. To address this, OCWD led outreach initiatives and created a scalable, customizable model that allows agencies to choose and apply relevant components, ensuring adaptability across regions, organizations, and project scopes.
