Francisco (Frank) Hernandez serves as Director of Information Services for the Orange County Water District (OCWD), where he leads enterprise technology, cybersecurity, and data strategy in support of the District’s mission to provide a reliable, high-quality water supply to more than 2.5 million residents in north and central Orange County.
Frank joined OCWD in September 2025 and is responsible for aligning technology with the District’s operational, scientific, and administrative functions. He oversees systems supporting groundwater management, water quality, laboratory operations, recharge facilities, and core business services, while advancing an integrated digital foundation to support the District’s long-term planning.
Frank has more than 25 years of executive leadership across critical infrastructure and regulated environments. He has led enterprise technology strategy, large-scale modernization initiatives, cybersecurity and regulatory compliance programs, and the alignment of information technology and operational systems across complex water and energy utilities in both the public and private sectors. His work has focused on strengthening organizational capability and operational resilience while advancing reliable, secure technology services that support long-term institutional objectives and public accountability.
