David Albaugh
Director of Human Resources

David Albaugh is the Director of Human Resources for the Orange County Water District. He manages, directs, plans, and organizes comprehensive human resources and risk and safety management functions and programs for the District, and he coordinates human resources activities with other District departments and outside agencies. Programs include: employer-employee relations, labor negotiations, recruitment and selection, performance appraisal, classification and compensation, organizational development and training, employee benefits and retirement, general liability, workers compensation and safety programs.
David has more than 30 years of experience across municipal government and large, mission-driven organizations including senior roles with the City of Anaheim, City of Yorba Linda, and The Walt Disney Company. David is also a lecturer in the Public Administration program at California State University, Fullerton.
David holds a Bachelor of Arts in Political Science and Philosophy from California State University, Fullerton, and a Juris Doctor from the University of Iowa. He is a SHRM Senior Certified Professional (SHRM-SCP) and a CALPELRA Labor Relations Master, credentials that underscore his expertise and commitment to excellence in public sector human resources.
