Request for Proposals for the Purchase of One Liquid Chromatography with Tandem Mass Spectrometry (LC-MS/MS) System for the Orange County Water District
The Orange County Water District (District) is soliciting proposals from qualified vendors to provide one LC-MS/MS system.
The District was formed in 1933 by a special act of the California State Legislature to protect Orange County's rights to water in the Santa Ana River and to manage this important groundwater basin.
Since 1933, the District has replenished and maintained the groundwater basin at safe levels while more than doubling the basin's annual yield. This important source provides local groundwater producers with a reliable supply of high-quality water.
The District is soliciting proposals to purchase one Liquid Chromatography instrument, coupled with a Tandem Mass Spectrometer (LC-MS/MS). This system must be fully compliant with EPA Method 533 and 537.1 for the determination of Per- and Polyfluorinated Substances, as well as emerging contaminants and other personal care products, pharmaceuticals, and hormones.
Specifications and General Requirements
Any vendor interested in furnishing the proposed system for the Laboratory must submit a written Proposal. Each proposal must meet all criteria set forth in this RFP.
As stated in section IV.A of the corresponding Specifications document, it is requested that any individual vendor that offers multiple levels of instrumentation capable of meeting the desired method detection limits set forth in the document please provide separate quotations for each of these levels of instrumentation. See section IV.A for further details.

Clearly mark the contents as "OCWD RFP for LC-MS/MS System." The proposal must be received no later than 4:00 p.m. on Friday, 10/22/21. Proposals received after that time and date will not be considered.
The proposal should contain, at a minimum, the following:
- Brief description of your company;
- List of three current references with names, titles and telephone numbers;
- A statement describing the company’s present and projected workload, staffing and ability to provide prompt, quality service.

The District reserves the right to award the contract to the vendor(s) who presents the proposal(s) which in the judgment of the District, best accomplishes the desired results, and shall include, but not be limited to a consideration of the professional service fee. Any such award will be made within 60 calendar days of the closing of the Proposals. By submitting a Proposal, each Proposer agrees that the District, in determining the successful Proposer and its eligibility for the award, may consider the Proposer's experience, facilities, delivery abilities, conduct and performance under other contracts, financial condition, reputation in the industry and other factors which could affect the Proposer's performance under this Agreement. The District reserves the right to reject any or all proposals, to waive any informality in any proposal, and to make awards in the interest of the District.

Additional Information and Changes
All requests for additional information should be made to the undersigned, in writing (e-mail are acceptable). No oral modifications of this RFP shall be valid. Any modifications shall be written by RFP addendum and signed by the District's Project Manager.
