Denis Bilodeau was first elected to public office as a Director of the Orange County Water District (OCWD) in November 2000. Re-elected in 2004, he served as President of the Board from 2002 to 2004. He was re-elected to a third term in November 2008.
In November 2006, Director Bilodeau was elected to the City of Orange City Council. Additionally, he currently serves or has served on the following committee and commissions throughout Orange County: Santa Ana Watershed Project Authority, Orange County Vector Control, Orange County Waste Management Commission, Orange County Transportation Authority, San Joaquin Hills Transportation Corridor Agency, Foothill Eastern Transportation Corridor Agency, Orange County Sanitation District, Orange County Emergency Medical Care Committee, Orange County Housing and Community Development Commission, Orange County Water Task Force, and the Los Angeles and San Gabriel River Watershed Taskforce.
Director Bilodeau and his wife Suzanne and their three children are long-time residents of Orange. Professionally, Director Bilodeau is a licensed Civil and Traffic Engineer. He holds a bachelor's degree from the University of California, Irvine in Civil Engineering.

Service Area: Buena Park, La Palma, Placentia, Yorba Linda and parts of Cypress
Roger Yoh was elected to serve on the Orange County Water District (OCWD) Board of Directors in November 2004. Director Yoh is a registered professional engineer, a project management professional, and is currently employed with the California Department of Transportation (Caltrans), District 7 (Los Angeles and Ventura Counties) as a senior transportation engineer.
Director Yoh holds a Bachelor of Science degree in civil engineering from the University of California, Irvine, where he received extensive training in various disciplines of civil engineering, including water resources engineering and construction management. Director Yoh is a member of the American Society of Civil Engineers, Environmental & Water Resources Institute, and the Project Management Institute. A resident of Orange County since 1982, Yoh and his wife Stephanie live in Buena Park. |

Philip L. Anthony has served on the OCWD Board of Directors since 1981, representing Division 4. He was reelected in 2008 for another four-year term (2009 to 2012). Director Anthony served as President for the Board from 1993 through 1995 and from 2005 through 2007. In addition to the OCWD Board, Director Anthony serves as a Director of the National Water Research Institute, Commissioner of the Santa Ana Watershed Project Authority, Chair of the Groundwater Replenishment System Steering Committee and was formerly Chair of the Association of California Water Agencies Region 10. He also co-founded the Water Advisory Committee of Orange County, and is a founding member of OCWD's Groundwater Guardian team.
Director Anthony began his work in elected public office with the Westminster City Council, where he served from 1962 to 1976, and was Mayor from 1972 through 1976. Director Anthony was on the Orange County Board of Supervisors from 1976 to 1981, and the boards of the Orange County Sanitation District, the South Coast Air Quality Management District, Southern California Association of Governments and the Orange County Local Agency Formation Commission. He has served on the Santa Ana River Flood Protection Agency from 1988 to the present. He is President of Philip L. Anthony, Inc., practicing as an independent public affairs and management consultant.
Director Anthony was selected for the 2002 E. Benjamin Nelson Government Service Award by the Groundwater Foundation. The prestigious national award honors and recognizes an elected or appointed public official who has significantly advanced environmental and groundwater stewardship.
Director Anthony's community service endeavors include serving as Board President for the Westminster Boys & Girls Club and Board Member and Past Chairman for the Orange County Taxpayers Association. He is also a Kiwanis Services Club member. |

Stephen R. Sheldon | Division 5 |

Service Area: Irvine, Newport Beach and Tustin
Steve Sheldon has served on the Orange County Water District (OCWD) Board of Directors since 2005. He served as President of the 10-member Board for two consecutive one-year terms in 2008 and 2009.
An attorney by trade, Director Sheldon offers more than 20 years of experience in public policy, government relations, land development, coalition building and grassroots organization. His work includes managing land use entitlement efforts before cities, counties and special districts. Director Sheldon has represented numerous entities on the California Environmental Quality Act, and on land use matters pertaining to zone changes, conditional use permits, variances, development agreements, and specific and general plan amendments, among other entitlement actions.
A representative on behalf of OCWD for the League of Cities, Director Sheldon also sits on the University of California Irvine Urban Water Research Institute Advisory Committee. In addition, Director Sheldon is a volunteer for the Eli Home in Anaheim, a nonprofit organization for abused children and their mothers. |

Noble Waite | Division 6 |

Service Area: Fountain Valley, Huntington Beach and parts of Westminster
On February 3, 2010, Noble J. Waite was appointed by the OCWD Board of Directors to represent Division 6 through November 2010. The seat was left vacant in December 2009 due to the untimely death of Wes Bannister.
Director Waite previously served the constituents of Division 6, which includes parts of Huntington Beach and Fountain Valley, from 1970 to 1991. Waite's many years of public service and previous experience resolving complex water issues within the District and the water community will serve the District well again in 2010.
As a past Director, Waite represented OCWD as an appointee to the Santa Ana Watershed Project Authority Commission, a delegate on the National Water Resources Association Municipal Water Caucus, and as a Board Member of the Joint Powers Insurance Authority of the Association of California Water Agencies.
Waite has been an active community and civic leader for more than four decades. Before his first appointment to the Orange County Water District Board in 1970, Waite served as Treasurer of the National Water Supply Improvement Association and as Chairman of the Water Advisory Committee of Orange County. He also served as Councilmember and Mayor Pro Tem for the city of Huntington Beach, as Trustee of the Huntington Beach High School District, and as Director of the Huntington Beach Chamber of Commerce.
Noble Waite, a retired pharmacist, was born in Bell, California. He served as a pilot in the United States Army Air Corps during World War II. After graduation from the University of Southern California, he established Waite's Pharmacy on Beach Boulevard in Huntington Beach.

Jan Debay, 2nd Vice President | Division 7 |

Service Area: Costa Mesa and parts of Fountain Valley, Huntington Beach, Irvine, Newport Beach and Westminster
Jan Debay was appointed to the Orange County Water District (OCWD) Board of Directors in February 2001 to fulfill the remaining term of a former director serving Division 7. In 2002, Debay was elected to serve on the board for a four-year term. Director Debay was elected to serve as 1st Vice President of the Board for 2005-2006. She was re-elected to another four-year term in December 2006 (2006-2010), and was elected to continue serving as 1st Vice President of the Board through 2007. In December 2009, Debay was elected to serve as 2nd Vice President for 2010.
Director Debay serves on several other water organization boards, including the Association of California Water Agencies (ACWA), where she was elected to a two-year term (2004 to 2006) serving the Region 10 Board of Directors. She currently is serving a third two-year term through 2012. Along with six others, she oversees Orange and San Diego counties for ACWA, a Sacramento-based water organization representing water agencies in California.
Director Debay served on the Board of the National Water Research Institute (NWRI), a nonprofit organization creating new sources of water through research and technology, and protecting the freshwater and marine environments, from 1997 to 2000 and 2002 to 2006. During her tenure on the NWRI Board, she served one-year terms as Chair and Vice Chair.
Director Debay also served as the President of the Water Advisory Committee of Orange County (WACO) in 2005-2006. WACO is comprised of elected officials and staff from all levels of government, as well as engineers, attorneys, consultants, residents and others who share a common interest in the water issues facing Orange County. In 2007-2008, Debay also served as President of Independent Special Districts of Orange County (ISDOC).
Prior to serving on OCWD's Board of Directors, Debay's career in public service covered a broad spectrum of regional service. Director Debay started her public service career with a five-year term as Planning Commissioner for the city of Newport Beach. In 1992, she was elected to Newport Beach City Council and served as Mayor for 1996Ð1997. Debay left the city council in December 2000 due to term limits.
While serving on the Newport Beach City Council, Debay was appointed to the Executive Council of the Orange County League of Cities, where she served as 2nd Vice President, 1st Vice President and President, overseeing matters of concern to 33 cities and their governing city council members.
In 1993, Debay was appointed to the Orange County Sanitation District (OCSD) Board of Directors. She was elected by her peers to serve as Chair of the board from 1998 to 2000. During that time, Debay also served as a representative on the Joint Cooperative Committee for the Groundwater Replenishment System.
Director Debay served on the Board of the Southern California Association of Governments, a six-county organization, where she represented Orange County. While on the Board, Debay served as Chairman of the Community, Housing and Economic Development Committee and as a member of the Executive Steering Committee. |

Claudia C. Alvarez, Esq | Division 8 |

Service Area: Santa Ana
Claudia Alvarez represents Orange County Water District (OCWD) Board of Directors in Division 8, which serves the city of Santa Ana. Alvarez was elected to the Santa Ana City Council in November 2000, and in January 2007 was appointed by the city council to serve on OCWD's Board. Alvarez was raised in Santa Ana and has lived in the city for 26 years. She attended Santa Ana schools and graduated from Santiago High School. After high school, Alvarez went on to earn a bachelor's degree in Criminal Justice/Political Science from California State University, Fullerton, and a law degree from Loyola Law School. She currently lives in the Washington Square neighborhood of Santa Ana.
Alvarez chose to pursue a career in law to better serve the community. During college, she worked at the North Orange County Superior Court. While attending law school, she volunteered for the Legal Aid Foundation of Los Angeles and at the Conflict Resolution Center. Since being admitted to the California Bar in 1994, Alvarez has managed a private practice and currently serves as a Deputy District Attorney for the County of Orange.
Alvarez is active in many community organizations. She has been a mentor for the Puente and Hermanita Mentor Program and also has worked with gang diversion programs. Alvarez has served as President of the Hispanic Bar Association and as Vice-President of KinderCaminata, a program that introduces low-income kindergarten students to higher education through their local community colleges. She has also been President of MANA, a national Latina organization and currently serves as a Board Member of the Community Service Programs, an organization dedicated to serving Orange County residents that are involved with the justice system.
Alvarez attended the Program for Senior Executives in State & Local Government at Harvard University's John F. Kennedy School of Government in June 2002 and served as a delegate to Japan through the American Council of Young Political Leaders in October 2003.
In addition to local water issues, Director Alvarez focuses on education and children, and she intends to work with the school district to create a safe and productive learning environment for Santa Ana's children. |

Irv Pickler | Division 9 |

Service Area: Anaheim
Irv Pickler represents the Orange County Water District (OCWD) Board of Directors in Division 9, which serves the city of Anaheim. Irv Pickler was appointed to the OCWD Board by the Anaheim City Council in January 2007. An OCWD Board veteran, Director Pickler was previously appointed by the Anaheim City Council to sit on the OCWD Board for three prior terms: 1992-1995, 1996-2000 and 2000-2002. He served as President of the Board from 1998-2000 and was chairman of the Joint Cooperative Committee for the Groundwater Replenishment System, a joint project between OCWD and the Orange County Sanitation District. In 2000, while serving as President of OCWD, then Governor Gray Davis appointed Pickler to serve on the Santa Ana Regional Water Quality Control Board.
In addition to serving on the OCWD Board, Director Pickler sits on the Boards of the Anaheim Community Foundation, Anaheim Chamber of Commerce and the Anaheim Family YMCA, and has been a member of the Kiwanis Club of Greater Anaheim for more than 45 years. A life-long civil servant, Pickler's community involvement includes previous positions on the Anaheim City Council, chairman of the Orange County Planning Commission, Vice Chairman of the Orange County Transportation Authority, Past President of the Orange County Division of the League of California Cities, Chairman of the Orange County Solid and Hazardous Waste Management Advisory Committee and member of the Water Advisory Committee.
Director Pickler also is a Past President and a current member of the Cypress College Foundation. He served as a former Chairman of the Inter-County Airport Authority and as a Vice Chairman of the Joint Powers Authority for the Foothill and Eastern Corridors and has held membership on Anaheim's Parks and Recreation Commission, the Anaheim Union High School District Board and the Anaheim Public Library Board. Director Pickler also has also been involved with the Dayle McIntosh Center and the Boys and Girls Club of Anaheim for several years.
Director Pickler has been recognized for his outstanding service and leadership with several awards. In 2006, he was named Orange County Man of the Year, Anaheim Man of the Year in 1996, and he is a past recipient of the Cypress College Foundation Americana Award.
Prior to serving the citizens of Orange County, Director Pickler proudly served his country from 1941 to 1945. Director Pickler received his commission as a 2nd lieutenant in the infantry. In 1943, Pickler transferred into the Air Corps and became a bombardier navigator and flew 35 missions over France and Germany. When he returned from his missions, he was named 1st lieutenant before being honorably discharged following the end of Word War II in 1945.
Director Pickler is the former owner of an Anaheim printing business. Currently, Director Pickler is a consultant with Irv Pickler and Associates.

James D. “Don” Bankhead | Division 10 |

Service Area: Fullerton
James D. "Don" Bankhead was appointed to the Orange County Water District (OCWD) Board of Directors in January 2009 by the Fullerton City Council to represent Division 10.
Director Bankhead was elected to his first four-year Fullerton City Council term in 1988, and re-elected in 1992. He left the Council briefly in the summer of 1994, and was re-elected to a four-year term in November of that year, and again in November 1998 and November 2002. He is the current Mayor for 2009 and served as Mayor in 2001-03, 1997-1998 and 1991-92, and as Mayor Pro Tem in 2005-06, 2000-01, 1990-91, 1993-94, and 1995-97.
Originally from Texas, California became Director Bankhead's home in 1954 when he was discharged from the Navy where he saw action in the Korean War. He worked for a while at the U.S. Postal Service, General Motors and Union Oil before he was hired by the Fullerton Police Department in 1957.
After joining the Police Department, Director Bankhead quickly began to move up the ranks. He was promoted to Sergeant in 1962, to Lieutenant in 1964, and to Captain in 1978. After his promotion to Captain, he commanded the Uniform Division until 1980, and was then assigned to command the Investigation Division, a position he held until his retirement from the force in September 1988.
While he moved up the ranks, Director Bankhead continued his education, earning an associate of arts degree in police science from Fullerton Junior College, and a bachelor's degree in criminal justice and a master's in public administration, both from California State University, Fullerton.
Director Bankhead has served as President of the League of California Cities, Orange County Chapter, and as Immediate Past President. He has also represented the Fullerton City Council on the Orange County Division of the League of California Cities Legislative "Strike Force;" as chairman of the Resolutions and Issues Committee of the Orange County League of California Cities; the Orange County Regional Airport Authority; the Orange County Representative of the League of California Cities on the Transportation, Communication and Public Works Committee; the Board of Directors for the Orange County Fixed Guideway (Rail) Agency; the Public Health and Socio-Economic Task Force of the Air Quality Management District; the Task Force on Growth Management of the Orange County Division of the League of California Cities; the Criminal Justice Super Committee for the Orange County Division of the League of California Cities; the Independent Cities Risk Management Authority; the Fullerton Transportation Center Study Selection Panel; the Fullerton Affordable Housing Committee; and on the Fullerton Economic Development Team.
Active in the community, he is a member of the Fullerton Rotary - Main, the President's Circle of St. Jude Medical Center, the Fullerton Elks Lodge, the American Legion, the Fullerton Chamber of Commerce, the California Peace Officers' Association, and the Sunny Hills Church of Christ. He has also been a long-time supporter of youth activities, including local Little League and soccer programs, as well as the PTA and Boy Scouts.
Honors received by Director Bankhead include being named a Paul Harris Fellow by the Fullerton Rotary - Main. He was also honored by the North Orange County Community College District as the 2002 Distinguished Alumnus of the College, and by the North Orange County YWCA as the 2004 Man of the Year.
Director Bankhead and his wife Carol have seven children and five grandchildren.
