   Kathryn L. Barr  |  Division 1
Service Area: Garden Grove, Stanton, Westminster and parts of Orange

Kathryn ("Kay") Barr has served on the Orange County Water District (OCWD) Board of Directors since 1979. Director Barr was President in 2010 and 1995. She has a background in public service, including serving on the City Council of Garden Grove from 1962 to 1970, and again from 1974 to 1978. She was Mayor Pro Tem from 1962 to 1969, and appointed Mayor in 1969. She has also served as a member and Chairman of Garden Grove's Redevelopment Agency. In addition, she has served as a member of Orange County Vector Control District's Board of Trustees and Director of the Garden Grove Sanitary District.

Professionally, Director Barr has been employed as a sales representative with S & S Construction, owned her own business from 1967 to 1973, and has been involved in real estate sales for the past 19 years. Her community service includes the Garden Grove Chamber of Commerce, Artificial Kidney Foundation, Girls Club of Garden Grove, Garden Grove Woman's Civic Club and the Community Hospital of Long Beach. She was named Garden Grove Woman of the Year in 1976 and Cypress College Community Leader of the Year in 1980.

   Denis R. Bilodeau, P.E. |  Division 2
Service Area: Orange, Tustin and Villa Park

Denis Bilodeau was first elected to public office as a Director of the Orange County Water District in November 2000. Re-elected in 2004, he served as President of the Board from 2002 to 2004. He was re-elected to a third term in November 2008.

In November 2006, Director Bilodeau was elected to the City of Orange City Council. Additionally, he currently serves or has served on the following committee and commissions throughout Orange County: Santa Ana Watershed Project Authority, Orange County Vector Control, Orange County Waste Management Commission, Orange County Transportation Authority, San Joaquin Hills Transportation Corridor Agency, Foothill Eastern Transportation Corridor Agency, Orange County Sanitation District, Orange County Emergency Medical Care Committee, Orange County Housing and Community Development Commission, Orange County Water Task Force, and the Los Angeles and San Gabriel River Watershed Taskforce.

Director Bilodeau and his wife Suzanne and their three children are long-time residents of Orange. Professionally, Director Bilodeau is a licensed Civil and Traffic Engineer. He holds a Bachelor's Degree in Civil Engineering from the University of California, Irvine.

   Roger C. Yoh, P.E.,  |  Division 3
Service Area: Buena Park, La Palma, Placentia, Yorba Linda and parts of Cypress

Roger Yoh was elected to serve on the Orange County Water District (OCWD) Board of Directors in November 2004. Director Yoh is a registered professional engineer, a project management professional, and is currently employed with the California Department of Transportation (Caltrans), District 7 (Los Angeles and Ventura Counties) as a senior transportation engineer.

Director Yoh holds a Bachelor of Science degree in civil engineering from the University of California, Irvine, where he received extensive training in various disciplines of civil engineering, including water resources engineering and construction management. Director Yoh is a member of the American Society of Civil Engineers, Environmental & Water Resources Institute, and the Project Management Institute. A resident of Orange County since 1982, Yoh and his wife Stephanie live in Buena Park.

   Phil L. Anthony, 1st Vice President  |  Division 4
Service Area: Los Alamitos, Seal Beach, Stanton, Westminster and parts of Buena Park, Cypress, Garden Grove and Huntington Beach

Philip L. Anthony has been an elected member of the Orange County Water District (OCWD) Board of Directors since 1981. Director Anthony was President of the Board from 1993 through 1995 and from 2005 through 2007. Director Anthony also serves as a Director of the National Water Research Institute, Commissioner of the Santa Ana Watershed Project Authority, Chair of the Groundwater Replenishment System Steering Committee, and was formerly Chair of the Association of California Water Agencies Region 10. He also co-founded the Water Advisory Committee of Orange County, was a founding member of OCWD's Groundwater Guardian team, and has served on the Santa Ana River Flood Protection Agency since 1988.

Director Anthony was selected for the 2002 E. Benjamin Nelson Government Service Award by the Groundwater Foundation. The prestigious national award honors and recognizes an elected or appointed public official who has significantly advanced environmental and groundwater stewardship.

Director Anthony was elected first to the Westminster City Council, where he served from 1962 to 1976 and was Mayor from 1972 through 1976. Director Anthony was next elected to the Orange County Board of Supervisors where he served from 1976 to 1981 and was Board Chairman in 1979. He also served on the boards of the Orange County Sanitation District, the South Coast Air Quality Management District, the Southern California Association of Governments and the Orange County Local Agency Formation Commission.

He is currently President of Philip L. Anthony, Inc., practicing as an independent public affairs and management consultant, and real estate developer. Earlier in his career, Director Anthony worked in aerospace engineering and program management at Rockwell International Corp. where he received a NASA Technology Utilization Award and was granted two U.S. patents. He has also authored several scientific and technical publications and has given numerous presentations. He is widely sought out for local, national and international speaking engagements as an expert on advanced wastewater purification for potable reuse.

Director Anthony holds a Bachelor of Science Degree in Chemistry and a Master of Science Degree in Physical Chemistry. His other community service includes Board President of the Westminster Boys & Girls Club and Board Member and Past Chairman of the Orange County Taxpayers Association. He is also a Kiwanis Services Club member.

   Stephen R. Sheldon  |  Division 5
Service Area: Irvine, Newport Beach and Tustin

Steve R. Sheldon has served on the Orange County Water District (OCWD) Board of Directors since 2005. He served as President of the Board in 2008 and 2009.

Director Sheldon, an attorney, brings more than 20 years of experience in public policy, government relations, land development, coalition building and grassroots organization. His work includes managing land use entitlement efforts before cities, counties and special districts. Director Sheldon has represented numerous entities on the California Environmental Quality Act, and on land use matters pertaining to zone changes, conditional use permits, variances, development agreements, and specific and general plan amendments, among other entitlement actions.

A representative on behalf of OCWD for the League of Cities, Director Sheldon also sits on the University of California Irvine Urban Water Research Institute Advisory Committee. In addition, Director Sheldon is a volunteer for the Eli Home in Anaheim, a nonprofit organization for abused children and their mothers.

   Cathy Green |  Division 6
Service Area: Fountain Valley, Huntington Beach and parts of Westminster

Prior to being elected to the Orange County Water District (OCWD) Board of Directors in November 2010, Cathy Green was elected to two consecutive terms on the Huntington Beach City Council where she served two terms as Mayor. Director Green has been involved as a Council liaison and committee member on many city boards, commissions and committees.

Her community involvement includes serving as Chair of Orange County Emergency Medical Care Committee, Vice Chair of Finance Explorers Learning for Life, and Director of the Huntington Beach Hospital, Boy Scouts of America Council and American Family Housing. She is a founding member of Amigos de Bolsa Chica, three-time Chair and Board Member of the Huntington Beach Community Clinic and served as President of the Therapeutic Riding Center. She also is a member of the Community Emergency Response Team.

Director Green is the recipient of many awards. In September 2010 she was the recipient of the Spurgeon Award, and in 2005 she was named Woman of the Year by then State Senator John Campbell (now U.S. Congressman). Other awards include the 2006 United Way Excellence in Child Care Planning, the 2007 Peace Maker Award from the Greater Huntington Beach Interfaith Council, and the Golden West College Pillar of Achievement Award. She has also been recognized as Huntington Beach's Citizen of the Year by the Huntington Beach Chamber of Commerce, a Huntington Beach Soroptimist's Woman of Distinction, and a Bolsa Chica Conservancy Conservator of the Year.

Director Green is a registered nurse and holds a degree in law. As a nurse, Director Green worked in the health care areas of intensive care, student health, community health and patient advocacy. In addition to nursing, she gained experience with a variety of environmental projects while associated with Lockhart and Associates.

Director Green and her husband Peter have been residents of Huntington Beach for 40 years where they raised their two children Teresa and Tom.

   Shawn Dewane  |  Division 7
Service Area: Costa Mesa and parts of Fountain Valley, Huntington Beach, Irvine, Newport Beach and Westminster

Shawn Dewane was elected to the Orange County Water District (OCWD) Board of Directors in November 2010 where he is Chair of the Administration and Finance Issues Committee, and the Information Technology Ad Hoc Committee. In addition, he is the Vice Chair of the Property Management Committee and serves on the Governmental Organization Task Force Ad Hoc Committee, the Retirement Committee and the Visitor Center Ad Hoc Committee. He also serves as OCWD's liaison to Orange County Business Council and Orange County Council of Governments.

In addition to serving on the OCWD Board, Director Dewane currently serves as Executive Vice President of the Water Advisory Committee of Orange County, Chairman of CalDesal, and on the Mesa Consolidated Water District (MCWD) Board of Directors where he was President in 2009 and 2010. He is a former member of the Association of California Water Agencies.

Professionally, Director Dewane owns Dewane Investment Strategies, an independent branch office of Raymond James Financial Services in Newport Beach, which provides sophisticated investment planning, estate planning and tax planning advice to individuals and institutions. The Registered Representative profiled Director Dewane's professional expertise in an October 1998 article titled "Profitable Knowledge."

Recognized for his achievements and service, Director Dewane received the Paul Harris Fellowship from Rotary International and a scholarship from the Los Angeles Society of Financial Analysts. He is also honored to serve as adjunct faculty at Pepperdine University.

Director Dewane earned a master's in business administration from Pepperdine University and a bachelor's in business management from Arizona State University.

Director Dewane believes that clean, affordable water is fundamental to our civil liberties and key to the economic development of our community. He is working to increase the local and regional water supply, preserve local and regional water rights, and promote fiscal responsibility and transparency in government. He resides in Costa Mesa with his wife Tracey, daughters Shannon and Cristina, and son Ryan.

   Claudia C. Alvarez, Esq, President  |  Division 8
Service Area: Santa Ana

Claudia C. Alvarez, Esq., was elected to the Santa Ana City Council in November 2000, and in January 2007 was appointed by the city council to serve on OCWD's Board. She was elected by the OCWD Board to serve as President in 2011. Alvarez was raised in Santa Ana and has lived in the city for 26 years. She attended Santa Ana schools and graduated from Santiago High School. After high school, Alvarez went on to earn a Bachelor's Degree in Criminal Justice/Political Science from California State University, Fullerton, and a Juris Doctorate in Law Degree from Loyola Law School. She currently lives in the Washington Square neighborhood of Santa Ana.

Alvarez chose to pursue a career in law to better serve the community. During college, she worked at the North Orange County Superior Court. While attending law school, she volunteered for the Legal Aid Foundation of Los Angeles and at the Conflict Resolution Center. Since being admitted to the California Bar in 1994, Alvarez has managed a private practice and currently serves as a Deputy District Attorney for the County of Orange.

Alvarez is active in many community organizations. She has been a mentor for the Puente and Hermanita Mentor Program and also has worked with gang diversion programs. Alvarez has served as President of the Hispanic Bar Association and as Vice-President of KinderCaminata, a program that introduces low-income kindergarten students to higher education through their local community colleges. She has also been President of MANA, a national Latina organization and currently serves as a Board Member of the Community Service Programs, an organization dedicated to serving Orange County residents that are involved with the justice system.

Alvarez attended the Program for Senior Executives in State & Local Government at Harvard University's John F. Kennedy School of Government in June 2002 and served as a delegate to Japan through the American Council of Young Political Leaders in October 2003.

In addition to local water issues, Director Alvarez focuses on education and children, and she intends to work with the school district to create a safe and productive learning environment for Santa Ana's children.

   Irv Pickler  |  Division 9
Service Area: Anaheim

Irv Pickler was appointed to the Orange County Water District (OCWD) Board of Directors to represent the city of Anaheim by the Anaheim City Council in January 2007, and re-appointed to another four-year term in December 2010. An OCWD Board veteran, Director Pickler was previously appointed by the Anaheim City Council to sit on the OCWD Board for three prior terms: 1992-1995, 1996-2000 and 2000-2002. He served as President of the Board from 1998-2000 and was Chairman of the Joint Cooperative Committee for the Groundwater Replenishment System, a joint project between OCWD and the Orange County Sanitation District.

In addition to serving on the OCWD Board, Director Pickler sits on the Anaheim YMCA Board of Directors and has been a member of the Kiwanis Club of Greater Anaheim for more than 45 years. A life-long civil servant, Pickler's community involvement includes previous positions on the Anaheim City Council, chairman of the Orange County Planning Commission, Vice Chairman of the Orange County Transportation Authority, Past President of the Orange County Division of the League of California Cities, Chairman of the Orange County Solid and Hazardous Waste Management Advisory Committee and member of the Water Advisory Committee.

Director Pickler is a Past President and a current member of the Cypress College Foundation. He served as a former Chairman of the Inter-County Airport Authority and as a Vice Chairman of the Joint Powers Authority for the Foothill and Eastern Corridors and has held membership on Anaheim's Parks and Recreation Commission, the Anaheim Union High School District Board and the Anaheim Public Library Board. Director Pickler has also been involved with the Dayle McIntosh Center and the Boys and Girls Club of Anaheim for several years.

Director Pickler is the former owner of an Anaheim printing business. Currently, Director Pickler is a consultant with Irv Pickler and Associates.

   James D. “Don” Bankhead, 2nd Vice President  |  Division 10
Service Area: Fullerton

James D. "Don" Bankhead (Division 10) was appointed to the Orange County Water District (OCWD) Board of Directors in January 2009 by the Fullerton City Council to represent Division 10. In January 2011, the OCWD Board elected him to serve as 2nd Vice President. Director Bankhead was elected to his first four-year Fullerton City Council term in 1988, and re-elected in 1992. He left the City Council briefly in the summer of 1994, and was re-elected to a four-year term in November of that year, and again in November 1998 and November 2002. He served as Mayor in 2009-10, 2001-03, 1997-98 and 1991-92, and as Mayor Pro Tem in 2005-06, 2000-01, 1990-91, 1993-94, and 1995-97.

Originally from Texas, Director Bankhead made California home in 1954 when he was discharged from the Navy where he served in the Korean War. He worked at the U.S. Postal Service, General Motors and Union Oil before joining the Fullerton Police Department in 1957.

Director Bankhead quickly began to move up the ranks of the police department. He was promoted to Sergeant in 1962, to Lieutenant in 1964, and to Captain in 1978. After his promotion to Captain, he commanded the Uniform Division until 1980, and was then assigned to command the Investigation Division, a position he held until his retirement from the force in September 1988.

While he moved up the ranks, Director Bankhead continued his education, earning an Associate of Arts Degree in Police Science from Fullerton Junior College, and a Bachelor's Degree in Criminal Justice and a Master's in Public Administration, both from California State University, Fullerton.

Director Bankhead has served as President of the League of California Cities, Orange County Chapter, and as Immediate Past President. He has also represented the Fullerton City Council on the Orange County Division of the League of California Cities Legislative "Strike Force;" as Chairman of the Resolutions and Issues Committee of the Orange County League of California Cities; the Orange County Regional Airport Authority; the Orange County Representative of the League of California Cities on the Transportation, Communication and Public Works Committee; the Board of Directors for the Orange County Fixed Guideway (Rail) Agency; the Public Health and Socio-Economic Task Force of the Air Quality Management District; the Task Force on Growth Management of the Orange County Division of the League of California Cities; the Criminal Justice Super Committee for the Orange County Division of the League of California Cities; the Independent Cities Risk Management Authority; the Fullerton Transportation Center Study Selection Panel; the Fullerton Affordable Housing Committee; and on the Fullerton Economic Development Team.

Active in the community, he is a member of the Fullerton Rotary - Main, the President's Circle of St. Jude Medical Center, the Fullerton Elks Lodge, the American Legion, the Fullerton Chamber of Commerce, the California Peace Officers' Association, and the Sunny Hills Church of Christ. He has also been a long-time supporter of youth activities, including local Little League and soccer programs, as well as the PTA and Boy Scouts.

Honors received by Director Bankhead include being named a Paul Harris Fellow by the Fullerton Rotary - Main. He was also honored by the North Orange County Community College District as the 2002 Distinguished Alumnus of the College, and by the North Orange County YWCA as the 2004 Man of the Year.

Director Bankhead and his wife Carol have seven children and five grandchildren.
