1. Media Placement Specialist

The Orange County Water District (OCWD) is soliciting proposals from qualified media placement specialists to secure positive, non-paid media coverage for the Groundwater Replenishment (GWR) System in new state national and international media outlets that have not previously featured the GWR System.

Background

The GWR System, a project of OCWD and the Orange County Sanitation District (OCSD), is the world’s largest indirect potable water recycling facility of its kind. The project is a result of a collaborative effort between OCWD and OCSD. Extensive media and community outreach have been a vital part of the Districts’ success in completing this controversial project. To date, the project has received international media coverage; most notably, from Time Magazine, The New York Times, Wall Street Journal, Discovery Channel, National Geographic and CNN. To ensure the project can continue to operate and ultimately expand, staff will continue to execute an aggressive media relations strategy that includes cultivating relationships with general and trade press and proactively pursuing placed print and broadcast stories about the GWR System and water recycling.

Project Description:

The GWR System outreach goals for the fiscal year 2008-2009 include building upon GWR System’s international reputation as a state-of-the-art water recycling plant that has multiple benefits and cultivating media relations and story placement.

OCWD and OCSD are seeking to retain a media placement specialist(s) to assist staff in helping achieve these goals, specifically targeting two areas: 1) non-paid impressions in national and international media (print, television, radio, web, etc.) and trade publications; and 2) non-paid impressions in publications/media regularly utilized by state and federal policy makers. Since OCWD is seeking highly specialized proven media consultants in two distinct areas, potential bidders may bid on one or both target areas. The District reserves the right to award multiple contracts to the best qualified candidates in each media niche. The District also reserves the right to extend a contract (s) in the 2009-2010 fiscal year.

Media coverage includes print, television, radio, Internet, etc.

Scope of Work 

Scope of work should include, but is not limited to:
• Facilitate meetings/interviews with media
• Secure several non-paid, positive media placements in national media outlets
• Secure several non-paid, positive media placements in international media outlets
• Secure several non-paid, positive media placements in trade publications
• Secure several non-paid, positive media placements in publications/media regularly utilized by state policy makers.
• Secure several non-paid, positive media placements in publications/media regularly utilized by federal policy makers.
• Provide detailed monthly activity reports including tear sheets
• Provide a detailed contact list of successfully solicited media at the end of the contract


Minimum Qualifications:

Submitting companies/contractors must meet the following minimum qualifications to submit a response to the solicitation:
• Must be authorized to do business in the state of California
• Must have a minimum of five years experience in pitching to these targeted media outlets and securing positive non-paid coverage in these media niches.
• Must be able to provide the required insurance listed under “Selection Process” below.

Proposal Submittal

Thorough, yet concise proposals are recommended. Proposals are to be prepared at the applicant’s own expense. The proposal should include:

• Information on the company/consultant(s)
• Must provide samples of media/editorial campaigns that generated non-paid impressions in national and international media (print, television, radio, web, etc.) and trade publications AND/OR publications/media regularly accessed by state and federal policy makers. (Include a media analysis of each campaign along with clippings)
• A description of the types of services the applicant would provide in supporting the GWR System outreach program and applicable timelines to provide such services
• Information on the person or persons that will be assigned to the project
• A brief description of comparable assignments for municipal clients
• Consultant fee information with a clear description of a fee structure (include any cost incentives or discounts that may apply)

Proposals are due no later than 4:00 pm PST on January 12, 2009 at OCWD, 18700 Ward Street, Fountain Valley, CA 92708. Please address the package to the Public Affairs Department. Please provide six (6) copies of the proposal(s). 

Selection Process

The Districts propose to select a consultant(s) for final negotiation of scope and fee based on reviews of the proposals. Selection criteria will include project staff qualifications, project approach, related project experience and project fee. Assurances that the consultant has the capabilities to complete the project within the time frame are very important. Staff recommendation(s) for the top proposal(s) will be made before the GWR System Steering Committee on February 9, 2009 at which time the Committee will make its selection. The Committee selection must be approved by both OCWD and OCSD Board of Directors. The item for final approval will be included on the Boards’ agendas. The contract for the above supplies and services will be in accord with the District’s agreement. The minimum insurance requirements are $2 million for General Liability; $1 million Workers Compensation; $1 million Automobile Liability insurance; and $1 million Professional Liability. OCWD reserves the right to reject any or all proposals, waive any proposal informalities, and modify or postpone the proposal project at its sole discretion.

2. Request For Quotes for The Prado Facility Office Trailer Replacement

The Orange County Water District (OCWD) is seeking quotes from qualified contractors that are interested in providing Construction Services related to the Prado Facility Office Trailer Replacement. This Request for Quotes (RFQ) describes the project, the required scope of services, project milestones, the contractor selection process, and the minimum information that must be included in the proposal. Failure to submit information in accordance with these requirements and procedures may be cause for disqualification.

Pre-Submittal Meeting
A Pre- Submittal meeting will be held at the OCWD Prado Facility at 14980 River Road, Corona, California. This meeting will be held at 10:00 AM on December 30, 2008 and is not mandatory.
Revision to the Request for Quotes
OCWD reserves the right to revise the RFQ prior to the date the Proposals are due. Revisions to the RFQ shall be mailed to all potential Bidders. OCWD reserves the right to extend the date by which the Proposals are due.

This RFQ does not commit OCWD to award a contract, to defray any costs incurred in the preparation of a Proposal pursuant to this RFQ or to procure or contract for work.
