Retirement
Defined Contribution 401(a) Plan: Employees do not pay into Social Security with the exception of 1.45% of gross income, which is paid into the Medicare portion of Social Security. All employees contribute to a Defined Contribution 401(a) Plan. A contribution of 4.65% is made by the employee each pay period; contributions are deducted on a pre-tax basis. OCWD pays 3% of the retirement contribution on the employee’s behalf as well as the 7.65% employer match. That’s 10.65% employer paid contributions that the employee is vested in as of day one. After one year of employment, OCWD also contributes an additional 6% that the employee is vested in after five years of service. Employees may roll funds from other qualified plans into this Defined Contribution 401(a) Plan. Additionally, the District provides employee retirement education and an opportunity for employees to meet with Retirement Advisors to talk about their retirement planning options.
Deferred Compensation 457(b) Plan: OCWD’s Deferred Compensation 457(b) Plan provides employees with the opportunity to invest a portion of their salary on a pre-tax basis. Interactive tools including Internet sites and voice response phone systems make it easy and convenient for round-the-clock account management. Additionally, the District provides employee retirement education and an opportunity for employees to meet with Retirement Advisors to talk about their retirement planning options.
Paid Time Off Holidays: OCWD offers 11 annual paid holidays including one floating holiday.
Vacation: Upon passing a six month probation period, employees receive a lump sum accrual of 54.08 hours and accrue 4.16 hours each of the remaining 13 pay periods for a total of 108.16 hours paid vacation after one year of service. Vacation accruals increase incrementally to a maximum of 204.10 hours per year after 20 years of service.
Sick Leave: Upon hire, employees receive 3.69 hours accrued each pay period.
Insurance Employee benefits are effective on the first day of the month following two full months after the date of hire. Health insurance premiums are deducted on a pre-tax basis.
Medical: OCWD offers three competitive medical insurance plans:
1. Anthem Blue Cross Prudent Buyer Classic Plan (PPO) • OCWD pays a set cap of employee and or dependent premiums • Annual Deductible: $200 per employee, $600 per family • In-Network: Generally 80% insurance, 20% employee • Prescriptions: generic - $5, brand name - $15, non-formulary - $45
2. Anthem Blue Cross California Care (HMO) • OCWD pays a set cap of employee and or dependent premiums • Employees choose a Primary Care Physician and obtain referrals to Specialist. • Prescriptions: generic - $10, brand name - $25, non-formulary - $40
3. Anthem Blue Cross High Deductible Health Plan (HDHP) • OCWD pays a set cap of employee and or dependent premiums • Annual Deductible: $1500 per employee, $3000 per family • In-Network: Generally 90% insurance, 10% employee paid after the annual deductible is met. • Prescriptions: generic - $10, brand name - $20, non-formulary - $40 (Copay after the annual deductible it met).
Dental: OCWD offers a choice of two dental plans:
1. Delta Dental PPO • Employee premiums are 100% OCWD paid • Dependent premiums are 80% OCWD paid • A $25 individual deductible and $50 family deductible applies • Annual maximum per person is $2,000
2. Delta Care HMO • Employee premiums are 100% OCWD paid • Dependent premiums are 80% OCWD paid • No co-payments for preventative care • No deductibles • No annual maximum (except for accidental injury, which is $100)
Vision: OCWD offers one vision plan:
1. Vision Service Plan (VSP) • Employee and dependent premiums 100% OCWD paid • Provides for eye examinations and corrective eyewear
Life Insurance/AD&D: OCWD understands that financial security for employees, in the event of death or a serious accident, is an important consideration when planning for the future. OCWD provides a basic life/AD&D (accidental death and dismemberment) benefit of two times the employee’s annual salary and the option to purchase additional Voluntary Term Life Insurance between two times your annual salary to $500,000 max. Life insurance for spouses and children is also available for purchase.
Disability Insurance: OCWD do not participate in the State Disability Insurance program so in lieu of that program OCWD offers a private disability insurance program to protect employees and their families should a medical condition prevent an employee from working. OCWD pays 100% of the short-term and long-term disability premium, which provides salary protection and pays 66 2/3% of monthly salary.
Additional Information Flexible Spending Account (FSA) Plan: Healthcare and dependent care flexible spending accounts allow employees to lower their taxable income by deferring up to $5,000 into each account (amount subject to IRS limits) for reimbursement of eligible out-of-pocket healthcare and day care expenses.
Employee Assistance Program (EAP): OCWD recognizes that employees have commitments that extend far beyond the work day, which is why we provide a variety of employee and family personal services. The EAP offers professional, confidential counseling and referral services designed to help employees and their dependents cope with a wide range of personal, work, family and financial issues.
Career Development: OCWD encourages employees to continue learning and growing in their careers. The Educational Assistance Reimbursement Program offers financial assistance for job-related, non-OCWD education courses and certifications. Educational Reimbursement is provided to any regular full-time employees performing their jobs satisfactorily, as determined by an overall performance rating of at least “Proficient” on the last Performance Appraisal, is eligible for reimbursement for pre-approved courses; $3,000 for undergraduate and $5,000 for graduate programs.
Workplace Flexibility: Modified work schedules may exist based on business need.
Computer Purchase Program: Employees who have completed one year of service with OCWD are eligible for a loan under the Computer Purchase Financial Assistance Program. The program provides for computer equipment purchases to assist employees in developing and/or increasing computer skills.
Orange County’s Credit Union: OCWD employees are eligible to open accounts and utilize a wide variety of financial services through Orange County’s Credit Union.
Wellness Program: This program includes an annual health fair and brown-bag lunch seminars on topics such as weight loss, nutrition, smoking cessation and stress management. |
